Catharine Layton serves as Chief Operating Officer of the Informed Consent Action Network (ICAN), the nation’s leading public health watchdog. Since joining ICAN in 2017, she has overseen the organization’s rapid growth, spearheading its legal, media, and fundraising initiatives. Under her operational leadership, ICAN has built a reputation for bold advocacy, groundbreaking investigations, and innovative media productions such as The HighWire with Del Bigtree.
A mother of two boys, Catharine’s dedication to this mission is profoundly personal. Both of her children were injured by vaccines, an experience that forever changed her family. While one was able to recover, the other continues to inspire her work each day, driving her commitment to protecting families and ensuring accountability in public health.
Before her nonprofit career, Catharine was a professional opera singer, performing on some of the world’s most prestigious stages, including Carnegie Hall and Lincoln Center. She now brings the discipline and creativity of her artistic career into her strategic work at ICAN, where she is known for her detail-oriented approach, entrepreneurial spirit, and commitment to transparency.
Catharine also holds two continuing education certificates in immunology from Harvard Medical School, reflecting her dedication to bringing scientific literacy to her advocacy and organizational stewardship. Beyond ICAN, she contributes her leadership expertise to educational initiatives and community development, reflecting her passion for creating lasting impact.
